The device is unreachable was due to the incorrect IP address used. The local IP address is 168.254x.x and the camera IP address was set to 169.254.x.x. User have to change the device IP address to 168.254.x.x (168.254.0.1 to 168.254.255.254) in order to communicate with the device.
